Director HR BP This is a Non-Represented Position.
Summary The Director, HR Business Partner (HRBP) role will support and implement a full range of HR activities across multiple functions for the Agency.
The Director, HRBP drives the HR agenda to align HR business processes by partnering with People (HR) Towers and Agency management to effectively and efficiently deliver HR programs and initiatives.
The Director is also responsible for the implementation of HR integrated solutions and programs with business strategies and goals, while ensuring compliance with MTA policies and governmental laws and regulations.
In addition, the incumbent is responsible for prioritizing and managing a team that focuses upon the implementation of HR strategies and goals to support service delivery for the Agency.
Responsibilities: Responsibilities may include but are not limited to: Direct the planning, review and execution of HR strategies for the agency.
Align People strategies with Agency business strategies partnering with Agency and HR Towers to provide guidance on all HR-related issues and needs, including workforce planning, leave management, compensation, employee relations, performance management, talent development, change initiatives, organizational design, succession planning, civil service administration and regulatory compliance.
Accountable for leading the Agency team to ensure enterprise HR strategies are translated accurately and effectively to the Agency.
Liaise with the Agency departments to identify capability gaps in current workforce and set strategy to help address Agency business needs.
This includes oversight for the Reasonable Accommodation process for the agency to ensure compliance with policies and laws concerning the provision of accommodations to employees and job applicants.
Direct the Civil Service Administration area for the Agency.
Direct the Unemployment Insurance program including the interpretation and processing of claims, along with investigating, analyzing and preparing evidence and case documentation for administrative hearings.
Partner with Talent Acquisition to develop recruitment strategy and ensure that the Agency has the optimum organizational structure and the right people in the right positions for the business units to achieve their goals.
Facilitate succession planning, ensuring necessary action is taken to develop successors.
Support embedding of business strategies in departments at various levels.
Act as an advisor to senior management.
Serve as a strategic business partner with expertise and understanding of Agency organizational culture, fostering systems thinking, customer focus, and continuous learning, with the ability to identify and communicate organizational needs.
Work closely with senior management to provide strategic input on business growth.
Implement change strategies.
Work closely with senior management and employees to improve work relationships, build employee engagement and retention.
Provide guidance and counsel to management on MTAs policies and procedures to ensure consistency and compliance.
Effectively resolve complex performance management, employee relations matters and complaints.
Conduct investigations and respond to audit requests.
Recruit, develop and motivate the Agency HR team.
Manage and evaluate the Agency HRBP teams performance while providing career development opportunities and effective coaching and counseling.
Foster a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Qualifications: Bachelors degree in Human Resources, Business, Urban Planning, Public Policy, Industrial or Labor Relations or a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
Minimum 10 years related experience, including at least 6 years in a management and/or project manager role in a large, multi-faceted organization Must have knowledge of and experience working with multiple human resource disciplines.
Must have knowledge of employment laws, HR best practices and business trends.
Excellent communication and interpersonal customer service, organizational and presentation skills.
Demonstrated ability to work with all internal and external stakeholders including the MTA Board.
Demonstrated ability to communicate and interact well with the Governors Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.
Demonstrated ability to work in a high-profile, high-pressure environment effectively.
Must have strong managerial skills to effectively lead talent.
Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.
Demonstrated analytical capabilities and quantitative skills.
Preferred/Desirable Skills/Qualfications: Advanced degree in a related field.
Experience working in a union environment.
S/ PHR or SHRM-S/ CP certification.
Working knowledge of DCAS regulations and requirements is preferred.
